Parent Involvement
PARENT INVOLVEMENT
Article 14C of the Illinois School Code, 105ILCS 5/14C-10,
requires that each Illinois school district establish an
advisory committee for the purpose of: providing the maximum
practical involvement of parents of children in transitional
bilingual education programs; affording parents the opportunity
to effectively express their views; and ensuring that such
programs are planned, operated and evaluated with the
involvement of, and in consultation with, parents of children
served by the programs. In CPS, that advisory committee is known
as the Chicago Multilingual Parents Council (CMPC) and
represents parents of English Language Learners (ELLs) citywide.
Locally, schools with State-mandated Transitional Bilingual
Programs are required to establish a Bilingual Advisory
Committee (BAC), which functions as a standing committee of the
Local School Council and advises on matters related to the
school’s bilingual program.
Comprehensive Parent Education and Training
The Office of Language and Cultural Education (OLCE) offers
training sessions to parents of English Language Learners to
provide information regarding CPS’ State-mandated Transitional
Bilingual Education Program and current policies and procedures
in the Chicago Public Schools.
Topics for parent training sessions at the Cluster level
include:
Requirements of the State-mandated Transitional Bilingual
Program
The role of Bilingual Advisory Committees in the school
Illinois Learning Standards and the CPS Report Card;
The role of English as a Second Language in Bilingual Education;
Assessment of English Language Learners; and
School Improvement Plans
Additionally, OLCE operates a Bilingual Parent Resource Center,
housed at Perez Elementary School, which includes a lending
library and provides on-site and school workshops in the areas
of:
ESL
GED
Helping your child at home with: Reading; Vocabulary; Math
Technology
Self-development
Community issues and concerns
Personal development
